The Minneapolis school shooting is yet another painful reminder of how tragically routine such events have become. What should have been a joyful celebration marking the start of the academic year instead ended in the deaths of two young children, aged 8 and 10, with at least 17 others wounded. Despite the horror, similar incidents continue to occur with little meaningful change in response. If the killing of 20 first graders in 2012 failed to prompt national action, it raises the question of what could possibly spur effective reform.

It is important to emphasize: this level of gun violence is not normal. No other developed nation faces this magnitude of mass shootings, and the United States is not without options to address the crisis.

The statistics are stark. From 1998 through 2023, the U.S. experienced 126 mass shootings resulting in four or more fatalities—a figure five times higher than the combined total of Britain, Canada, Germany, France, and Italy, countries with populations roughly equivalent to America’s. Moreover, the firearm homicide rate in the U.S. is approximately 450 times greater than that of Britain, when adjusted for population.

The underlying cause is clear: America possesses more guns than people. This proliferation correlates with increased deaths from firearms, including homicides, suicides, mass shootings, and even fatal encounters with law enforcement.

Consider this practically: while arguments, mental health struggles, and extremist views occur worldwide, only in the U.S. can individuals so readily access firearms to act violently. When something is easily accessible, it is more likely to be used.

The encouraging news is that other nations’ experiences demonstrate how policy reforms can make a tangible difference. Making it more difficult for high-risk individuals to obtain guns—through measures such as background checks, waiting periods, and purchase permits—has been repeatedly shown to reduce both violence and suicide. Massachusetts, for example, which requires permits to purchase firearms, boasts the nation’s lowest gun death rate.

Importantly, these regulations do not prevent law-abiding citizens without criminal records, histories of violence, or severe mental health issues from obtaining firearms. Many residents in states with stricter laws still legally own multiple guns.

While no law can entirely eliminate shootings, enacting stronger gun control measures can significantly reduce the frequency of these tragedies. It is within the power of America’s leaders to enact such reforms, and persistent public pressure is essential, no matter how daunting the challenge may seem.
